The Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament (APLN) has over one hundred members from eighteen countries across Asia and the Pacific, consisting of former political, diplomatic and military leaders, senior government officials, and scholars and opinion leaders. APLN aims to inform and energize public opinion, especially high-level policymakers, to take seriously the very real threats posed by nuclear weapons, and to do everything possible to achieve a world in which they are contained, diminished and eventually eliminated.

Professor Fan Jishe is the Deputy Director General of the Institute for International Strategic Studies, Party School of the Central Committee of the C.P.C.

Professor Fan Jishe is the Deputy Director General of the Institute for International Strategic Studies, Party School of the Central Committee of the C.P.C.

From 1997 to 2019, he was a former Senior Fellow and Director for Strategic Studies and Deputy Director of the Center for Arms Control and Nonproliferation Studies in the Institute of American Studies at the Chinese Academy of Social Sciences (CASS). He was a professor of the Graduate School of CASS and the Executive Editor-in-Chief of Contemporary American Review (Quarterly). 

His research interests mainly include arms control, disarmament and nonproliferation issues, American security policy, and Sino-US strategic security relationship. He has been widely published in academic journals, edited volumes, and conference proceedings. He recently authored The Party Politics in U.S. Arms Control Policy, co-authored The U.S. Military Strategy in the Post-Cold War Era: Adjustment and Adapting, and co-edited Comparative Study on Nuclear Strategies. Dr Fan was also a visiting scholar at the James Martin Center for Nonproliferation Studies in Monterey Institute of International Studies (2002-2003), the Belfer Center for Science and International Affairs of Kennedy School of Government, Harvard University (2007-2008), the Center for International Security and Cooperation at Stanford University (2012), and the Japan Institute of International Affairs (2010). Dr Fan is a Board Member of the China Arms Control and Disarmament Association and Chinese People's Association for Peace and Disarmament. He serves on the boards of several journals, including the Chinese Journal of American Studies, Foreign Affairs Review, and Global Review.
