The IAEA, Iraq, and the Future of Non-Proliferation

APLN member Trevor Findlay, shares his findings from a case study on Iraq’s nuclear proliferation efforts and seeks to identify how the IAEA’s organisational culture may have contributed to its failure to detect Iraq’s attempts to acquire illicit nuclear capabilities prior to the 1990 Gulf War, and how it has sought to change its safeguards culture since then.
